The only big problem you will run into is going from floor to floor. You WILL have to use ethernet cable to run the network from floor to floor, but on each floor you would place Wireless Access Points so the cameras would send the signals to the AP's and they in turn would send the signals from floor to floor using the ethernet cable.

So figure on atleast two Access Points and a switch/hub per floor and a router and two switches/hubs for the main computer you will have running the show.

Say the Computer will be on the seventh floor. This will be the physical connections:

-Ethernet Cable from Computer on the 7th Floor to ethernet port on Router on seventh floor
-Ethernet Cable from Router on 7th Floor To Switch/Hub #1 on 7th floor
-Ethernet Cable from Router on 7th Floor To Switch/Hub #2 on 7th floor
-Ethernet Cable from 7th Floor Switch/Hub #1 to 7th floor Access Point #1
-Ethernet Cable from 7th Floor Switch/Hub #2 to 7th floor Access Point #2
-Ethernet Cable from 7th Floor Switch/Hub #1 to 6th floor Switch/Hub
-Ethernet Cable from 7th Floor Switch/Hub #2 to 8th floor Switch/Hub
And so on and so on and so on......

If you are going to just use the camera's in your apartment, you can get some wireless cams from walmart. a set of two cameras that are wireless and nightvision is about $160. it has a hub and can get multiple feedback. Question is where are you running it to. The Lobby or a personal vcr? If its the lobby you need a cable to run it down but if you are running it to a personal VCR or Hardrive, you can set the wireless hub in the room on top the VCR and record it. But, the camera i am talking about is a RED, WHITE, and YELLOW cable.

Multiple cameras on a WiFi system might overrun its bandwidth. Its nine times slower than DSL.
Directional High Gain antennas might help.
The pictures taken would be broadcast and should be encrypted, but perfect privacy is not possible in this world.

Cinder block or concrete is bad for wireless, probably wont work.

Smart antenna placement and multiple access points "might" work
