From your question, I can't tell if you're offended by their (supposed) lack of etiquette, or disturbed by sexual attraction you don't want to follow thru on. Honestly, it SOUNDS more like the latter!
If it's indeed a sex-tease thing, tell each guy, in a public place where you won't be overheard, that he's turning you on too much; you wouldn't tease him, and now that he knows, you hope he won't keep teasing you. Make sure he knows you're serious; this may require explaining why you don't want to be involved with him. If either guy doesn't respond soberly to your request, it's not SAFE to let him continue living in your house.
If it's ONLY an etiquette issue: You say it's your house; however, they're living there, too. And guys being shirtless is not illegal, immoral, or fattening.
If you don't mind being an unreasonable landlady, tell them you don't like them going shirtless in your presence, and each needs to either stop or find another place to live. If you prefer to be gracious, let it slide for a while; either you'll get used to it, or you'll decide that you HAVE to be unreasonable.

Ask them to wear a shirt when in your presence. You don't walk around with your breasts hanging out do you? It is a matter of respect to your housemates.If they don't' agree , find somewhere else to live.

Just tell them," HEY, wat do u guys think I am running here. Get your buts running to put a shirt on." or "Hey wat u think u guys look hot here. Put a shirt on your blinding me with all that 1 yr. old stuff." Dis is my suggestion they have to know theres a female in the house
