What would I use?

If they are plastic then there are plastic paints. If you have a napa store near you they cand put any color paint/plastic paint in a aerosol can for you.
If they are rubber then they need to be dyed, I have heard that hair color dye works.. There is a rubber pool paint for swimming pools..

You can use something as cheap as spray paint, as long as you sand off the old paint, be sure not to mix two different kinds of paints (such as a latex and a oil based) or it will bubble and crack, if it is rusting, be sure to sand all the rust off or it will spread under the paint, I would just use a can of rustoleom.... good luck

The black hard rubber strips?

They're the same color all the way through. Try wet sanding it, and then armor-all or something.

I've never tried.......good luck either way.
