You can get help from a speech-language pathologist, who will teach you the difference between these sounds and the error sounds that you are substituting. You will learn the correct placement, voicing, and manner of production. You will learn to identify correct and error productions both by listening and by watching the therapist's mouth. With regular practice, you will learn to produce the sounds correctly, then put them in words, then phrases, then sentences, and finally in spontaneous conversations. You can find a sp-lang path. at any rehabilitation center in your town, or in private practice. If you are still school-age, your school should offer this service. Good luck!

Why don't you try consulting a speech therapist? Have you checked out physiological reasons that might prevent you from saying these sounds?
Ask others to show you how to make those sounds, step by step. Notice how they are formed, and practise in front of a mirror. Take one at a time. You might soon notice an improvement in your speech production.

Learn where to position your tongue in the mouth to make these sounds. Concentrate on its position. In the sound "th," the tongue is flat against the teeth, which are slightly parted. Your voicebox vibrates as you produce the sound. In the sound "sh," the tip of the tongue is touching the roof of the mouth. The voicebox does not vibrate as you push air through the mouth. The teeth are slighlty parted.

Find a speech therapist, and get help. A family member had a similar problem when they were younger, and a speech therapist helped.
