I'm getting all this back up of semi-clear water shooting up my drain. Liquid Plumber and plunger work isn't doing anything. This happens when I'm not even at the sink. Could my neighbor's drain water be shooting up my drain? Any specific suggestions would be greatly appreciated.

It could be that you have a slow drain blockage. You and your neighbor should have a separate sewer lines. An option is to have the line snaked out. If that does not work have a sewer video inspection done to determine exact problem. Liquid plumber in my opinion is not strong enough to clear a stoppage.

You don't give any information here, are you in a house, an apartment, first floor or the top, where the heck are you?
This might be from a stopped drain in the city sewer system from the rain, the neighbors are how close? if it's an adjoining drain before the sewer it could be from theirs.
