OH, I know what you mean! I've seen that a lot. I heard that it's put there to show that someone died in the spot under the shoes on the wires above,. So, I guess it's there to symbolize the death of the person or give respect in some way.

Generally it means someone lost a fight and had their shoes taken from them and thrown up on the line as a form of disrespect. It is a way that some outsiders are harassed for being different, i.e., homosexual, different social calues, or just for being nerdy.

Someone had told me that it means that someone had died on that street. I don't know if it was 100% true or not but that is what I was told when I had asked.
