The Preamble sets out exactly what it is the Constitution was enacted to do. It existed to promote more collective action among the people and the States, and to protect liberty throughout the generations. It makes more sense when you consider that it was replacing the Articles of Confederation which was the first U.S. Constitution, in effect for about 11 years. They did a crap job at getting the States to work together in an optimal fashion, and the U.S. National Government was about as effective as the U.N. is now for the globe. So the preamble explains just why the Constitution is necessary, especially considering the framers were originally meant only to revise the Articles of Confederation, and not to replace them altogether.

It says basically that they screwed up with the Articles of Confederation, and are going to take another shot at having sovereign states work together under a limited federal framework while maintaining their individual identities.
So much for that, eh.
