You don't pay an agency anything. When you are signed with an agent they receive 10% of any earnings you make on a job they got you. Get a copy of the Ross Reports, it's a listing of movies who are casting and agents. Mail your headshot and resume to them with a nice cover letter. That is how you get work. If you don't hear back just assume it didn't work out. Don't call and ask about it. If they want you they'll call you. They might even hang on to your stuff to use for something else later in time.

Some films (incl. feature films) put ads on craigslist when they're looking for extras. Still, you can sign up with agencies whose sole purpose is to find extras for a film. Simply google "extras agencies" in your state. You could call them, but most only require you to send in a photo of yourself (doesn't have to be a headshot) and your measurements (height, weight, pant size, etc.). They'll keep you on file and email you whenever they need extras.

If you live in New York City, mail your headshot/résumé to the Casting Director of the film. If they can use you, they will call and book you as an Extra. In NYC you do NOT pay to be in movies. There are currently about 20 films being shot in NYC.

If you live in a medium-to-large-sized city, there is probably a website for "The Mayor's Office of Theatre and Film."
Call the Mayor's Office and ask if they have a website.

When most movie companies are looking for extras they sometimes will post adds in newspapers and on movie production wed sites. you don't need an agency to be an extra.
