Pink Floyd also gives me goosebumps. Their later stuff (with David Gilmour as the leader of the band) does it to me evertime. High Hopes, On the Turning Away, Lost for Word and Coming Back to Life are just so amazing.
The Final Cut, the whole ablum made me cry.

For some odd reason the Rolling Stones' Wild Horses and Memory Motel also make me wanna cry.

Songs don't really make me cry. Sugar Mountain by Neil Young makes me sentimental, that will have to be close enough.
The Ballad of TV Violence (I'm Not the Only Boy) by Cheap Trick gives me goosebumps, at the end, when Robin screams. In person is even better -- I was at a show, in the front row, I could actually hear his natural voice going wild during the screams at the end, it was one of the most amazing things I've ever heard.

One that gives me goosebumps is Won't Get Fooled Again by The Who. Great song, and Roger Daltrey's scream at the end is insane.
