No, vinegar will not totally kill trees and shrubs. A good way to kill shrubs and trees, is Brush-B-Gone. (That will work for small trees, shrubs and brush. Large trees you need to cut down then apply a chemical to rot the trunk.) It's tough stuff, don't use it around anything that you want to live.

Household vinegar (5% acetic acid) is an inexpensive weed killer but unfortunately it is not a selective herbicide and can damage any plant it comes in contact with including shrubs such as blackberry and scotch bloom. It is not likely however to damage large trees with extensive and deep root systems.

It would take a great deal of vinegar. Vinegar to kill weeds sounds expensive. By the way, it is acidic so has a low PH.

Vinegar only damages what it comes in contact with. It will not kill the roots.
