I live in India. I had a neo rich billionaires' telenet connection. They disabled my service alleging that I have not made payment in time. I made the payment in time and I have the Bank statement to support my claim. Through wrong means they have manipulated my later bills. I made the payment and requested for a credit note for the excess amount they have charged. They have sent me another manipulated bill, which is incorrect. The company is very clever because they do not put anything in writing fearing that I will go to the consumer court. I request you to guide me whether I can approach a consumer court based on the above deficiency in service. I have only their E-mails in support for their gross inefficiency, unethical business practices and deficiency in service. Disgusted by their services I have ended up their service. Should I pay a manipulated bill? Please advise!

Definitely this is deficiency of service for which you can claim compensation & cost , but in India even any proceedings in the consumer forum is time consuming as in any civil case. Don't make payment for any excessive/manipulated bill they have charged you wrongly, they will not be able to recover it in any case. This practical advice I'm giving you.
