You are experiencing a problem with either the ignition cylinder of the cable/actuator that is electrically connected to the shifter assembly. These have a switch on the shifter, usually floor mounted, that delivers a ground or power to the ignition cylinder solenoid inside the column that enables the cylinder to be turned the last bit of rotation that locks the column. You will have to find out which is faulty by inspecting the column when the key won't turn off all the way. If you locate the solenoid for this, see if it's working. If not, supply it with either 12V or ground to see if it releasese the key. If it does, you will need either a new shifter or the switch inside the shifter. If it is the ignitiion cylinder, you will have to completely disassemble the column and replace the cylinder and the associated wiring if it is equipped. Good luck.

Check your owner's manual, there might be an ignition release
