The windmill catches the wind and turns. There is a mechanism that pumps the water from the well (who knows HOW that works!!,) and fills the water tower for later use by the village/homeowner/business.

Free water. Well, kind of. The owner had to install the windmill and the pump for lifting the water. But it was a one time expenditure and will, over the years, save the owner money not having to buy water from a water company.
