i wanted to but a jacket online and i dont know what size i am..it says the smallest available is 38 regular and the biggest they have is 40 short...is that in inches? like how many inches from shoulder to shoulder? or what does it mean...im slim so id usually be a small or S in jackets...are those too big for me? how would i know what size i am?

i am asking what part does that measure? and around what size a small would be...i am not going to go to some store to get measured and not buy anything!!!!!!!!!! around what size would a small jacket be?

usually the measurement like 38 or 40, is the measurement around your shoulders. You will need somebody to help you measure you. Men's suits/coats require measurements in three places. The regular vs. short is like in women's clothing of being regular, petite or tall.

See below from men's warehouse website.

Step 1: Measure your chest with the tape measure underneath your arms, across the shoulder blades, and over the largest part of your chest. The chest measurement is usually the size of the coat. You may add 1 inch to the measurement for a more relaxed fit.

Step 2: Measure the overarm with the tape measure around your shoulders with your arms down. Read the number you get and subtract 7 inches. For instance, if the measurement you get on the overarm is 49 inches, subtract 7 to get 42 (49 - 7 = 42).

The overarm measurement is important particularly if it is larger than the chest measurement. In this instance, you will need to fit your chest and upperarm rather than rely simply on the chest measurement alone. For instance, if your chest measurement is 40 inches and the overarm measurement is 49 inches (remember: subtract 7 from the overarm measurement), you likely will want to start with a size 42 coat to accommodate your larger upper arms and shoulder width.

Chest Size

Place measuring tape under arms and measure around the broadest part of the chest, just under the arm pits. Arms should be relaxed at the side. Add 2 to this number and you will have your Jacket size. For example a 38" chest measurement would require a 40 Jacket.
Overarm

With arms down to the side, place measuring tape around the broadest part of the chest and shoulders. This especially necessary to determine jacket size for someone who is particularly broad shouldered. Subtract 7 from this number to assist in determing Jacket size. For example 47" Overarm minus 7 is a size 40 Jacket.

For a broad shouldered man use the Overarm measurement first in determining Jacket size.
Jacket Length

Jacket lengths range from Short, Regular, Long, and Extra Long. The following list shows height ranges that generally coincide with the appropriate length jacket. Keep in mind some people have longer waists, and others have longer legs. These may cause variations in the necessary jacket length. Also, be aware that some jacket lengths may vary depending on style and designer.
Short 5 0 - 5 7
Regular 5 8 - 5 11
Long 6 0 - 6 4
Extra Long 6 4 +

Go to a menswear shop and get measured properly. And I don't mean one of those mall tux stores. I mean an actual menswear shop- preferably one that's been in business for 35 + years and is staffed by acutal knowledgable folks.
