Yes, your drive belt that runs your power steering pump is slipping. That is the squealing sound. Also when it rains, it makes the belt slip even more. Change your belt, and adjust according to your service manual.

you may find the belt that runs your power steering also runs your alternator and it is slipping and needs adjusting or changing. the wheel stiffens because the belt is not properly taking away the effort to turn the wheels as it is not activating the power steering pump the battery lights come on on the dash because the alternator is not turning either and it is not charging up the battery. check the belt, if it has bits missing or appears damaged change it.. if it is loose get it adjusted but its best to go for a new belt

PAS belt slipping. Chck to see if it's tight/worn/cracked. If it's just loose then can adjust them up, if it's any of the others then replace it. While you're at it check to see if your pump is leaking anywhere and fluid level. Any strange noises from it when wheel turning is a bad sign.

it sounds like a power steering belt going bad. or maybe the tensioner pulley is going bad. but definitely has something the do with power steering.
Drive gently until you fix it. or you could just start bodybuilding and avoid fixing it. I am pretty sure that would be good for you triceps.

Bad power steering belt or the belt is slipping. I'd replace the belt with a new one and tight it correctly.

Your power steering pump belt is slipping. If it over 3yo replace it. Otherwise adjust, if it has some adjustment left. Belts should be replaced regularly.

a loose or worn belt will cause this problem, replace the belt and check the belt tensioner.
