The issue with having too much freedom is the consequences on society. This practice of indulgence that you describe is called hedonism. Hedonists basically live life to have fun and do not care about the consequences.

If your neighbor is a hedonist, he might throw a party and play loud music until three in the morning. Meanwhile, you've got a migraine and and have to be at work for seven. In a hedonist society, the police won't be called because everyone should be having a good time right?

If you look at your question religiously or spiritually, you view your question in just about any denomination. I think we all know what the Christian response would be.

I don't think it's necessarily about having too much personal freedom, I think it's more about whether the person is capable of making wise decisions for himself. As an adult, we have personal freedom and the ability to choose our way in life. It all comes down to good and bad choices. If a person allows themself to step over the line of right and wrong, the consequences can be life changing and life threatening. It is still a personal choice.

uhm. i have no idea. i'd say if someone has too much freedom, they wouldn't know what to do with themselves. they would probably be wondering what to do next with all the free time, and would end up doing things that are thrilling, like bad things. then it would all lead to getting caught and put in jail. or they could use it to do something productive and learn stuff and end up becoming a freaking genuis.
