Any third grade reader would probably be just fine as long as the book is read right side up. Bush reading My Pet Goat up-side down really makes other adults wonder if he was really reading to that class room at all.

I clearly recall reading Little Women in third grade. The book he was given to read reflects more on the sorry state of reading comprehension in public schools than anything.

You are so right! The whole issue was in fact the book he was reading and not the fact that he just continued to sit there for seven more minutes.
