A great witticism! "The genepool needs a lifeguard" is another way of saying that unintelligent/annoying people should not procreate and someone shoudl stop them. The lifeguard is there to enforce the rules. The usual saying is "the problem with the genepool is that there is no lifeguard" ie no one to stop the dumb people from procreating.
