If 60% of 130 is 78 and 70% is 91 then one would assume that 65% would fall somewhere in the middle, right? To figure it in your head...what number lies halfway between 78 and 91? (or you can take the difference in 91 and 78, divide it by 2, then add it to 78 or subtract it from 91 to get the halfway point).

Do the same as above for the next problem with the 45%.

For the snow what is 35% of 120? of percent is based on 100 then you'd figure 35% is 120 x .35 (35 divided by 100 for percent).

Egad...talk about "new math". Assuming you copied it down correctly, it's phrased in a very confusing way.

The first part wants you to use two known facts (60% of 130 = 78, and 70% of 130 = 91) to guess the answer to a third problem: 65% of 130. Since 65% is halfway between 60% and 70%, the answer should be halfway between those two answers. Halfway between 78 and 91 is 84.5, which is the correct answer.

Use the same technique on the next problem.

For the snow problem, you just calculate 35% of 120. "Percent" just means "per hundred". So, 100% = 100/100 = 1. To find 35% of 120, you convert 35% to a fraction:

35% = 35/100

then multiply by 120

35/100 * 120 = 42

So, 42 inches of snow fell in January.
