Is he circumsized? Check for redness, or swelling as well, to be sure it isn't an infection.
If they look like tiny whiteheads, with white waxy substance inside, then they are milia. These are the same little clogged
pores you see on newborn babies noses, etc. They will go away on their own.
Any questions, or if anything gets worse, call the pediatrician.

did the blisters appear before or after the circumcision? it could be a rash/irritation from the procedure.... a fresh circumcision needs to be cleaned a few times a day and given some kind of healing ointment. it may be too late for that, take him to the doctor!

baby boy needs a visit to the doctor!! Circumcision does not cause blisters on the penis or elsewhere.
