Did it come with a CD?
It might need a driver.

If there was no CD with it, go to the manufacturer's website and see if they have drivers online, then find your model.

When I did that my pc recognized it immediately with no software but I am running xp

Have you used that usb port for something else so you know that it's working, you may want to try it on a usb port that you know is working before you start loading un-necessary software.

If your version of windows is a plug and play version it should work immediately and recognize it. XP has most of the drivers already built in that you will ever need and more.

Make sure that the USB port is working. Plug something else in.
Did your hardware come with a disk? Put it in and install drivers.
It sounds like the port itself is not working. Open control panel, System. On the Hardware tab click Device Manager. Make sure all of your USB ports are functioning properly.
If not, uninstall driver, reboot, let Windows detect and install USB port, then try your stick again.
