It depends on your citizenship. If you are a citizen of a Schengen signatory country then an official photo ID is sufficient. If you are from outside Schengen area or if you don't have a personal ID you will need a passport - depending on your citizenship you might even need a visa.

You will get checked for your passport many many times going out of the States and when you come back. You MUST have a passport. To get your first passport, you do need your original birth certificate and a photo id to get one. Some states have passport offices in their main post office. Some states you have to go to the court-house. They also might have their own picture taking service for passport photos. If they dont have a photo service, ask where nearby you can get one.
You do need a 1 X 1 1/2 inch photo of you with a white background. You also have to look straight into the camera like you are taking your driver's license or state I.D. pic. Im an American living in Egypt right now the 2nd time. ;) good luck!

You need a passport the get in/out of the UK. You don't need to show it it to travel around in Europe, BUT most countries require you to carry an identity card, which we don't have yet, and they would expect you to be able to show a passport as proof of identity.

I know that in the Czech Republic, the police do not recognize driving licenses as valid identification. So stay away from here.
