There are a number of things that can make water undrinkable.

Too much iron will make the water poisonous (and reddish-orange).

A pH (concentration of H+ ions) that is too far above or below 7.0 also renders the water poisonous. A pH meter can test for this.

Too much salt also renders water undrinkable for humans.

Various other dissolved metals and minerals can make water undrinkable.

you wouldn't add chemicals to water to measure the quality, you would assess the presence of other chemicals in the water.

this can be done w/ a plethora of various machines, such as Gas Chromotographers, HPLC, spectrophotometers, ect.

the quality of water is dependent on the purity of it and lack of other chemicals/elements
