As someone has already stated, Georg Philip Telemann.

From memory, there are other pieces, also called Taffelmusik (table music, give or take a letter or two with my German spelling), by other baroque composers.

At the time, Telemann was more popular than his now better known contemporary, Johann Sebastian Bach. If you like Telemann's Taffelmusik, I'd suggest you check out other pieces by Telemann.
