It is possible that you've selected Safe Mode while hitting F8. You might be able to press F8 again and select normal, but it sounds like that isn't the problem. You could use the "Last Known Good Configuration", but this function works best provided that the last time you've succesfully logged into the computer, that nothing went bad. Otherwise, you'll potentially restore a corrupted configuration ,which will leave you in the same place. Based on the description, I'm gathering that the computer has loaded Safe Mode several times. You should try the following:
->Use System Restore while in Safe Mode
->Reinstall Windows using the Repair Option
->Reinstall Windows from scratch
To do a System Restore from Safe Mode, right click My-Computer and select properties. Or you can open Control Panel from the Start Menu select Performance and Maintenence Link or Systerm Icon from within Control Panel. If Performance and Maintenence is only available, open it and System should be accessible within it. Opening the System Icon will bring up a window with several tabs. You should have access to the Restore tab for System Restoration.
To repair an XP installation, use the XP disc that you've purchased or came with the computer and boot the computer with it. NOTE: You need the XP disc not, the driver or applications disc. After booting, the installation should ask if you would like to repair using the "Recovery Console" This is NOT the option you should choose, press Enter to continue forward without the Recovery Console.
After a few screens the installation should either automatically detect a previous installation and give you the option to repair it or you'll have to manually select the drive and the partition to which it is currently installed. Then it will give you the option to repair the installation. In either scenario, pay close attention to what it is asked. If you choose to install without repair, it will delete everything. I believe the key to select is ' R' for repair.
If the repair doesn't help, there is either a missing or corrupted driver or setting that the XP disc cannot repair. Your last straw is pretty much to reinstall XP from scratch. This means that any documents and software that wasn't backed up will be lost.

Then youve got problems with a driver or with an app that runs in windows but not safe mode. First, I'd uninstall all the malware and redflag software on the ystem. AOell, limewire, banzai buddy, webshots, hotbar, bearshare, weatherbug, etc. I'd run an antivirus and antispy scan in safe mode, then Id reinstall all drivers.

Restore your system to a pre-saved point when there were no problems. That is a whole lot easier than reinstalling the OS!
