To oversimplify slightly, percent is Latin for "divide by 100." The % (percent) sign even tells you that, though over the years one of the zeroes has migrated to the top and the 1 has disappeared altogether.

Also, in this context, when you are taking a fraction "of" something, think multiply. To complete the symbolic transformation, think of the question mark as a variable. You may leave it as a question mark if you like, but it is more conventional to make it into a letter, usually x.

Your equation then translates from

15 = (?) % of 75 to
15 = x/100 * 75.

The idea is to get x by itself on one side of the equation and everything else on the other. This can be done in several ways, one of them shown below:

The correct answer is 20%.

"Percent" really means "per hundred", so 100% = 100/100 = 1.

You are trying to solve this problem:
15/75 = x/100
Evaluate the left side to get 0.2, then multiply both sides by 100 to leave x by itself.
You'll end up with x = 20, which is to say 15 is 20% of 75.
