Las Vegas is in the Mojave Desert. One of the hottest deserts in the world (or so I'm told) and is part of the Great Basin. Closer to the Equator. It is in a valley completely surrounded my mountain which helps to keep rain from entering the valley.
The increase in building and population has added to the heat. The buildings are mostly stone or stucco (wood is not the best outside building material for hot temperatures). During the day these buildings absorb heat, the mountains that surround Vegas are usually treeless and so they absorb the heat also. This heat is then radiated back into the city.
I live in Vegas and when you stand next to a building you can really feel the heat being emitted. I hate it here.

The air is very dry, so the sun comes through without being absorbed by the humidity.
