There was a cartoon with Pepe Le Pew in it.
In the cartoon Pepe would always try to make this cat, whom he thought was a skunk like himself, fall in love with him.
The cat would never go for it. But the skunk tried everything possible.

Does anyone know what that cat's name was... or even the tv show that they were in?

there were several Looney Toons cartoons with the same genre. The cats name was Penelope, (it was on her bed). She then went outside, managed to get white paint on her back, and was pursued by Pepe Le Pew. The only toon that showed the name of the cat was 1st one they came out with.

Penelope Pussycat

Pepé Le Pew is an Academy Award-winning fictional character in the Warner Bros. Looney Tunes and Merrie Melodies series of cartoons. A French anthropomorphic skunk that always strolls around in Paris in the springtime, when everyone's thoughts are of love, Pepé is constantly seeking "l'amour" of his own. However, he has two huge turnoffs to any prospective mates: his malodorous scent and the fact that he comes on too aggressively.

Normally, Pepé's romantic interests should include female skunks ("petite femme skunk"), but each episode invariably revolves around Pepé pursuing a "skunk", who, unbeknownst to him, is usually a hapless black cat (retroactively named Penelope Pussycat) who inadvertently gets a white stripe painted down her back. While Penelope sometimes reciprocates his amorous feelings, she runs away from him anyway due to his putrid odor. (Although real skunks exhibit a mild musty scent, they do not smell offensively until they deliberately release the odor, usually in self-protection. Pepé himself has done this.)

Pepé Le Pew's foul odor and intrusive, aggressive seduction attempts are both traits that many Americans associate to a degree with stereotypical French men, which adds to his resonance. It is also revealed that his odor can be erased by paint - this gag is probably based on the instinctive reaction people have on seeing a black and white striped animal.

I like to pick names that people don't think of for a cat. I have had cats named Booger, Barker, Stitch, Dog, And right now I have a silver tiger cat named Spot. So what ever you think of be really creative

I don't think the cat had a name. Pepe just called her "Baby." You should definitely watch "Over the Hedge," as the skunk on there is a female who distracts the family cat with her "feminine wiles," it's hilarious.
