I find Cingular to be the most reliable in the most places. They do, however require a contract to sign up for a plan. There are several pay-as-you-go phones available, like tracfone, that are relatively cheap and there is no contract. Verizon users that I know seem to like their phones and plans, but they also pay a lot more for their service. Whatever plan or phone you get, be aware of extras. The special deals aren't so special when the bill comes.
