With anything electrical, the first thing to check is the fuse.

After that, look for the wiper relay. It should be in a separate fuse box under the hood. That could be bad too.

Next thing to do is going to sound wierd, but trust me.

Turn the wipers on, and jiggle the key switch slightly, then the wiper switch. Could be gummed up swittch contacts.

Also, the "park" switch (for the wipers) get's corroded.

Turn them on, and try moving the wiper arm by hand.
