No. O3, the chemical formula for ozone, is also the main component of smog. When 03 is in our level of the atmosphere, it causes smog. It is too heavy to rise to the ozone level. If it were possible, we would have made enough smog to repair the ozone layer already.

Ozone is formed normally in the atmosphere by lightning strikes. That formed at ground level is a pollutant. I have always suggested that when the ozone pollution gets bad, discharge some R12 and destroy it.

No. Ozone (O3) is actually rather toxic to humans (and most living things in general). It happens to be good at blocking UV light, but only at very high altitudes. At low altitudes its pretty useless, except for killing us.
