If by BEST you mean where you can win the most, then all of them hold nearly identical odds. And all of them are with the house.
However I had very good luck at the Mandalay Bay this past April. The slot machines payed off for me as did both Blackjack and Roulette.
But if you mean best looking or nicest, I can recommend Ceaser's Palace or the Bellagio. Both are modern and have a good "vibe".
If you want the best feel of old Las Vegas then head towards Fremont Street and hit The 4 Queens or Binions.
The BEST is what you make of it. I love Vegas and find that even if you don't gamble there are still tons of things to do there.

it depends what you are after and how much you have to spend. Hard Rock is best for the best looking women who really know how to party. Mandalay Bay for the terrific topless swimming pool. Belagio for decor, high enders, along with Ceasars Palace. The Parisian and Venetian also fit into the Belagio category, personnally I just think there is something about the Belagio that makes it distinctively different from all the others. Treasure Island and Excalibur are terrific for families with the shows (specifically outside at Treasure Island) - Excalibur is a big castle. The Monte Carlo has the best crap tables - I have NEVER lost a dime in the Monte Carlo and have ALWAYS walked away a winner.
There is more but I hope this helps with a beginning for your considerations.

Instead of being in the ratrace of the Strip, I like getting off the beaten path. South Vegas is growing, and the two casinos on the south end, the South Point (I-15 exit 31) and the Silverton (exit 33) are very good casinos without the Strip ennui.

depends what you want ? I usually stick with a couple on the strip
Caesers Palace - Rapid Roulette, the dealers are really good fun we had a blast with them ! the waitresses are very friendly
Wynn - Good Slots, lots of penny slots
The Venetian - slots, for some reason I got very lucky with these slots a few times.
The Palms - Roulette cheaper here than on the strip
The Rio - free entertainment while you play slots.

there are that many there you just have to try them all , just sit on the slot machines and a lady will come along and give you a drink , you can get 2 whiskey and coke and you just give her a 1 dollar note do this for a while than go to the next one , eventually you will wonder why you are not sloshed , don`t know why ,you don`t even know the time its crazy as my husband calls it its " Fantackyastic" , well worth a visit ,
there is a great chinese eat as much as you like down the Sahara end lovely !, enjoy your vistit , and i bet you will want to go back.

Honestly the one that you enjoy most
Free drinks and some wins.
I used to go to Circus Circus and got based but a nice place.
Now I go to Fiesta in Henderson only to eat.
No more gambling.
but they are all great.
You have to find your place and where you are happy and get a win on occasion.
Enjoy this place
I live here now. That is why no gambling.

always enjoyed the luxor....have been to vegas 10 times and stayed at 8 different places , going again in aug. this time staying at flamingo, for the price free, can't beat free. it doesn't matter where you stay because you aren't in your room that much. you will find a place you like to play, and thats what matters
