ok she can only drive til nine because of her age. and my step dad was like "i'm not going to stop her i want her to get caught by the cops." would i be a bad person if i tipped off the cops or something? because why should she get away with it?

Don't tip off the cops to get your step sister in trouble...she'll only resent you.
Instead, tip off your step sister that she'll get in trouble if she gets caught and your step dad won't bail her out of jail...she'll spend the night. Make sure you tell her to keep it a secret between you two. She may develop an extra bond for you watching out for her.

Don't do it. It would make you a rat fink as well as a mean, petty person.
Let her take her own risks and if she gets caught, she has no one to blame but herself.
That's the lesson your stepdad wants her to learn: to take responsibility for her own actions. I don't think he wants you to learn to be a rat fink.
