I don't know the answer. All I knowi is that it's normal...same as why there is water in the pan at the bottom of your frig.

when pressure builds up in a hot water tank the overflow valve releases water. This may be why you have water in the pan. If it is water coming from the bottom of the water heater then it is rusting out and you have to replace it before it floods. Remember to turn off the water valves on the top of the water heater if it starts to flood.

Water in the drain pan is not normal. Check the emergency relief valve drain line to see if there is evidence of water. If you see water, the valve is opening to relief pressure probably caused by a faulty thermostat or simply a bad valve. If it is an older heater, it could be that the tank is rusting out.

Could be from the Temp/pressure relief valve. Could just be condensation from cold water going into a warm tank. If it gets more than a quarter inch deep, start looking for where it is from. Could be a leaking tank.
