Chlorine, same as a swimming pool. I am assuming that it is not a water garden or fish pond. Just a basic fountain.

It's unfortunate that some of the answers don't remember the birds that are attracted to the fountains. Bleach and chlorine is Bad for the birds, and they do USE the fountains.
They bathe and they drink, below is a product that is not harmful to anything except fish.
There are several products you can use that are Eco friendly.

I don't know that you can prevent it from blooming but to clean it I would think if you use bleach and a wire brush or a scratcher (while wearing protective gloves) and out in the open air, you can eliminate that. Since bleach removes it perhaps a little bleach in the water would prevent it from blooming. You'll find on websites about how to make water drinkable and remove bacteria you put so many drops of plain clorox into the water (I think it's 16 drops of bleach, you'd have to re-check) so I don't think a little chlorine would hurt your fountain water or fountains but "might" stop the algae bloom. It's just a thought.

Use Fountain Clear that prevent bio-film build up and effectively remove mold, spores, slime, scum, algae, blanket weed. It make water fountain clean & clear.

Chlorine is SO caustic and goes neutral quickly. Copper sulfate is fantastic for a quick kill, and bacteria tablets provide long term defense. I think Aquascapes sells them.

If you have any wildlife there at all you must use a reef of barley straw.

You can get some chlorine tabs at home depot....
