It was one of their two directors.
A Split screen can only happen when two SEPARATE Cameramen are told to Prepare for the Split - the one on Rosie framed her so she was in the left of his lens.
The Elizabeth cameraman focused her in the far right of his lens.
With the director's command, they do a wipe, the two shots were combined.
The fact that that much thought has to go into doing it (and it's rarely done on the view) tells you the producers saw the writing on the wall before this and decided to Milk the Crazy Rosie thing for as long as they could.

I work in a live TV control room, not much different from "The View" (who are live most days, and do a pretape about once per week, which is recorded "live to tape," so there's no editing).

Here's how it would have played out:

The director (either on their own, or at the behest of a show producer) asked two camera operators to get "iso" shots (individuals) of Rosie & Elisabeth.

The director asked the T.D. (technical director) to set up a split-screen shot of those cameras through the switcher.

Once that shot was set up, it was just a matter of the director calling for that shot, and the T.D. taking it live with the press of a button.

Bonus - a most control room switchers are made by a company called Grass Valley, and one of their switchers actually appears in the command deck of The Death Star in "Star Wars!"

Wow, I can't believe this, trying to find fault on this split screen.. What difference does it make?. We the viewers got to see them both at the same time.. so what.. What's the problem? .. Who cares? Don't make a problem when there isn't one.
Give it up... There was nothing wrong with the spit screen, no problem at all.
The problem was Rosie demanding from Elizabeth an answer that should have been asked in private. So we got to see them at the same time....Big deal.. Give it up.

the director is responsible for doing that. joy even said whose directing this why haven't we gone to commercial yet. it was a total set up just to get rosie off. it was better show i agree that rosie shouldn't have opened her mouth and having fueds with people but in my opinion she was right on. one life shouldn't mean more than anyone elses. most people don't object to what happened at abu ghaib,quantanamo,bay,or the INNOCENT iraqi citizens who were/are tortured,beaten,and killed. but that's ok right b/c they all muslim and savage terrorists. people are people no matter what religion they are. but since our media has dubbed all muslims . and the religion of islam as the enemy. it's ok,so much for freedom of religion.

believe Jackson, i could no longer concentration on what Ryan grew to become into asserting because of the fact of Biden's faces. Plus he stored interrupting him. i in my view had to hearken to the two applicants the two, yet i think of the chop up show took my concentration off of Ryan.

There are two directors in the Control Room and it was their decision. A pretty good one I thought. Oh, just ask away if you think of something else. People won't let go of this for a while yet.

The producer most likely. But who cares ? I don't see what the big deal is, it happens all the time when two people are conversing. (or arguing in this case).
