UPDATED: ISP's do NOT track your downloads. Anyone who tells you otherwise hasn't been a network engineer in an ISP like I have. Tracking every file would place a HUGE burden on your ISP's servers and networks.

They DO keep track of which IP address is assigned to you. This is required by law so the FBI can bust child-porn rings and the like. It also enables the RIAA or MPAA. They grab your IP address while you are downloading/sharing a copyrighted file. Then they secretly subpoena your ISP for your personal information (without the need for permission from a judge). You then get a letter threatening you with a lawsuit (average out-of-court settlement is $5000).

Yes a relatively small ISP keeps tract of clients bandwidth usage. Services like email, downloads, online time, and what the connection is being used for to help monitor the overall performance of the ISP's and its agreement to it's clients.
So I would say if you are on a small ISP they would keep tract of your daily usage, if you're on a Huge ISP, not likely unless you bring their network down.
