Put an ad in the local papers - it's usually low cost - and include a coupon that invites customers in. Something like $3.00 off a cut and color. People are suckers for a coupon. It works, especially for a new business.

Hi there!
I have a suggestion for your friend to promote her business. Its using the the principle of leverage.
Identify a coffee shop / pizza place / gift shop or any other non competing business close to your business place. Meet up with the owner, introduce yourself and say that you would like to get into a strategic alliance with them. Tell them that you would like to leave some gift vouchers with them to hand over to their customers with every coffee / pizza purchased. (You need to decide what amount you would like to give a FREE service for. Remember, if you give a $10 gift card, it doesn't mean that it costs your business the full ten dollars. The real cost to you may only be $3 or $4. It's the perceived value / cost that you will be giving away for FREE.) Remember, when you use this strategy, you pay only for results. Eg. you will spend $3 or 4 in acquiring a new client only when that client has already entered your shop to try your service.
Now, tell them that you would also be more than happy to do the same for them. They can give you vouchers for their business which you could hand out to your customers.
It works for both parties involved as your businesses do not compete against each other.
Also, maintain a data base of all your customers and send them reminders, cards, make them feel good! Yes, you would have to use advertising media like yellow pages initially. But what I would suggest to you is target the area around your business because thats where you will get most of your customers from.

I live near Blue Bell!!!! You just advertised (as if you didn't know).
Word of mouth is the best.
Put flyers in mail boxes, local paper, etc. - put a coupon on the flyer!!!!!!
Put banners and balloons on the outside of the building to draw attention to it. Have people give out flyers outside of the foodstore and daycares/schools - to target the women.

I'd say word of mouth is the best way to get something noticed. However you can use leaftlets, just simple ones made on your computer then photocopy them, hand them out and theres your customers :)

Try giving 2 for 1 discount coupons to existing customers ... if they bring someone with them, one haircut is free. This will create new customers.

MY MOTHER PUT AN ADVERTISEMENT IN THE LOCAL NEWSPAPER HER PICTURE ON IT AND SHE ALSO MADE FLYERS WITH HER PICTURE, AND A SMALL MAP TO WHERE HER BUSINESS WAS AT AND POSTED THEM OUT IN STORES AND RESTAURANTS AND ON PEOPLES VEHICLES. THE FLYERS WERE A BIG HIT!

The simple stuff is to make cards, flyers,t-shirts, magnets ,etc.Another thing to do is jet a sticker that go on the back of your window. The most expensive thing to do is to rent a billbord Which costs a couple thousand.100% sure!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
