First you have to finish and edit it. No publisher will consider unfinished work from an unproven author.

There are two types of publishing, traditional and self-publishing. If you choose to go with self-pubbing, I would recommend http://www.lulu.com as a great site. They don't pretend to be anything they are not, and have excellent service. All the decisions will be in your hands. However, going with a company like this is a difficult road and it is not considered a publishing credential if you look to go traditional down the road. As far as novels go, different publishers specialize in different things, and fiction is a broad world. You have to try and sell your material to companies that produce similar works (ie, don't try and sell a fantasy novel to a romance publisher). There are some smaller presses that will look at unagented material, but none of the bigger ones will.

So do your homework. Take a look at the most recent "Writer's Market"... or even better, try the "Guide to Literary Agents".

I absolutely suggest getting an agent instead of approaching publishers directly. I'm assuming you are not a contract attorney, so you will need someone to look over any offers and to guide you through the publishing world.

Also, you will not be seding your manuscript to agents unsolicited. Unsolicited means that they did not ask to see it. You should send them a query letter and see if they ask to see a partial (usually the first three chapters). If you send the whole thing unsolicited, it will just get you a form rejection letter and end up in the recycling bin! Quite a waste of money, since postage is not free. Research each agent's specific submission guidelines and follow their rules!

No publisher or agent should charge you any money up front! That is the sign of a scam! They make money by selling your book. Agents work on a commission (generally 15% of the amount of money the publishers pay you).

If you're talking about printed publication, you could go to a self-publishing or print-on-demand house (just do a websearch, or go to lulu.com, publishamerica.com). However, if you're serious about your writing, I DO NOT recommend that you self publish. Self-publishing also means self-marketing... you do all the work and get very little for it.

The only exception to this would be if you are a public speaker and can sell your books at your speaking engagements.

There are exceptions, of course (the book, Eregon, was originally self-published), but these exceptions are exceptionally rare!

If you're serious, join a critique group, write the best book you possibly can, learn the business of publishing, attend writers conferences and make contacts, and go with traditional publishing houses. It's a lot of work, but in the end it is well worth it.

If you can not find a publisher make a web page and put it there as a pdf for people to download and print.

Only print a few soft copies and get feed-back from your readers before consulting a publishing firm.

if you don't want to make money off of it you could make it available on a blog and do it in chapter installments.
