Ultimately, it's the top company management that's at fault. Especially if they've hired incompetent people for HR. And if HR isn't properly doing their job, the company could come be sued for all sorts of things from not handling harassment complaints properly to not going by wage and hour laws.

First of all, what are you basing your question on? Is this something they have done to you that you think is unfair?

The HR dept. is usually the mediator between employee and employer dealing with disputes or whatever. There isn't any where else to go unless you want to go to your immediate supervisor. If the problem is with you and your super than you can attempt going over your supervisor's head to his/her boss.

You have not been specific enough to really tell you where to go next since we don't know the actual problem. But you would have to use the steps I mentioned above anyway.

the hr manager of course and take your concerns to them they are supposed to be the head of the dept.
