This does appear to be from a history pre-test exam, so with the state of the k-12 education system I will not disagree with "D". However, The main articles, not the amendments of the Constitution as linked, set forward the powers of the federal government. The Framers of the Constitution had an inherent belief in the fact that the Rights of the Citizen were a guarantee from the Creator and the these rights could not be taken away. The Amendments with the "Bill of Rights" simply remind congress what is appropriate legislation. You could debate "C" for hours in a college classroom.
