I would suggest first checking with shipping companies like Fed Ex concerning shipping fish to a different country. Then speak with a good local shop about properly packing the fish for the trip. They see fish shipped all the time and should be able to supply you with the needed materials and guidance.

you need to find out about Mexican laws regarding the import of fish into mexico, particularly the fish you want to send - for many species you will need a special licence.
If it is illegal and you are caught, you can get fined and/or go to jail.
