A quality filter and a good water change are most likely very needed for your fish. This is often the result of over stocking and/or under filtration in a tank.

Generally this is a sign of lack of oxygen, or a build up of waste in his water. Do you have filter? (A good filter reduces waste products, and oxygenates the water.) Is the temp below 73F? Are you changing 30% of it's water weekly? (If this is a bowl it's 100% every 3-4 days.)

Put a pump and bubler on the tank for him to put oxygen in his water. Also, you might want to change the water. When the waste load gets too high, the oxygen content leaves the water, forcing fishy to look for it elsewhere.
