Engine cold, choke on. Engine warm, choke off.

I believe you want the choke on. This will restrict the amount of air in the fuel/air mixture, thus creating a 'richer', easier to burn fuel mixture. Once warm you can reduce the choke and a more appropriate air/fuel ration will created allowing the engine to run smoother and more efficiently.

Turn it on for three attempts at starting then off for three. Repeat process . If you smell gas and flood it take out the spark plug and clean it with a match. and try it w/o choke.
