yes thats perfectly safe. thats actually the best place to masturbate because you get cleaner and no risk of infection. do it while you are showering instead of before. less of a clean up

Take as many showers, hot or cold, as you want. Theres no substantial evidence that hot or cold showers affect you in any way regarding masturbation. It's perfectly fine.
