the precise answer depends solely on how you define "country". for certain telecommunication subdivisions, barren, unihabited islands have country status. Costa Rica is a fine example of democratic and independent governence, but it does not have an army. Therefore it could be considered a "protectorate" of other nations for purposes of war. membership of the United Nations does not include all governments. Some politically divided regions can either be considered one country or several. Antarctica is a continent without a country as territory claims made in the name of various Kings or Queens were negated by the lack of permanent occupation.
