It is asking you to create an HTML file in the root folder of your domain.
Example
http://yourdomain.com/YahooFile.html

Once you create that file (with the name that Yahoo! provides), then you paste d0e20581ad0eb3a3 inside the file.

Yahoo! will also give you the option to download the HTML file with d0e20581ad0eb3a3 already in it. Then you just have to upload it to your web host.

You create the file, upload it to your site, give it a name, and tell Yahoo what that name is so that they can verify you are the site owner. You can use any thing to create it, like notepad, wordpad etc. Just put that code in it, call it say
"yahooverify.html" and upload it to your site. Then tell yahoo what the name is.. http://yousite.com/yahooverify.html
Thats all there is to it..
