User logins have to be handled with scripts or active code. You need a data base (or file) to keep the users informaiton and the login has to check and verify that database. You can download these scripts from many script sites or php or asp sites and add them to your HTML pages.

To download an entire "HTML" site with a working system will not be possible because you can't download the database.

You can use many many CMS, Blog, or Wiki software packages and downloads which are complete are readily available. NONE are strictly HTML they are usually php/mysql systems.

Just search for CMS (content management) Bloggin software or Wiki software all of those will have user management as well.

i use JSAS 1.10 it has a apache server built right in and it has a content management system which is called Joomla...theres so many different things you can change around...takes a little while to get used to but i recommend it...once you build the site all you have to do is transfer the folders to your domain
