Is there some sort of fume release from the unit that can be toxic if it collects?

An airconditioner always consists of two parts, the condensor and the evaporator, both are filled with a cooling gas and are connected by tubes.
In the condensor warm gas that comes from the evaporator is cooled down in a coil by having outside air flow around it. The gas is also compressed by a compressor and these two actions together make that the gas becomes liquid. From there the liquid 'gas' flows through the tubing to the evaporator, where in another coil the liquid is forced to evaporate. Evaporation means that the liquid gasifies again and this extracts enormous amounts of heat from its surroundings. Room air is blown over the cooled down coil with gas and this causes the room air to cool down, which is then circulated in the room.
So, the reason that part of the air conditioner is outside is that outside air is needed to cool down the cooling gas. The whole system is sealed, so there is no emission of toxic fumes as you thought.

i don't know that there any fumes but it is mainly because of the heat that it produces and the water that drips out of the back of it. if the air conditioner were in the house it would take alot more time and energy to keep it cool because of the heat and you would ave a huge puddle on the floor from the water dripping.

The heat being removed from the room is exhausted to the outdoors through the condenser coil located on the back of the A/C. ( Besides.... Window ledges are good hang outs)... Just kidding about the last part.

No, but, heat will build up back into the house, and it needs to be hanging out in case moisture collects it will drip outside.

A PTAC unit goes through the wall and is seen in most hotels. They also make a mini-split system that hangs like a picture. Hope this helps!!!
