in order to be able to live there, I have to make atleast 4 times the amount of what the monthly fee is. Well, I am just a couple hundred short. Do you think I have a chance of sweet talking my way in, or is there no chance for me to do this at all?

That is probably a guide, not a rule. Show them you have a history of making payments and have good credit and I bet you have no problem.

Make sure that when you list your income, use your GROSS income. Do NOT use your take home pay!

If you're close, you should be OK. A 4x requirement is high. 3x is more reasonable and what I used when I was a landlord. And even that was negotiable if I though the prospective tenant was a good risk otherwise, i.e. good credit, good references from former landlords, stable work history, etc.

Cassy, don't bother sweet talking a pro that is in the business to weed out the flakes or someone that is planning on pulling the wool over their eyes.
Just be straight forward and state your case, be sincere and moreover you'll get the place if your finances are in line.

Ask if you can pay the last couple hundred next month. Sometimes landlords will let you split the security deposit between the first two months.

Almost everything is negotiable, but it depends on the Apartment's policy. Ask them the question directly.

4 times is very high. I would speculate there is some flexibility, especially if you have good credit.

You can try. If you want to live there, what do you have to lose? The worst they can do is say no.
